The EU Critical Communication System: Enhancing Europe’s Crisis Response

In May, the European Commission highlighted the significant role of the EU Critical Communication System (EUCCS) in boosting the resilience of public communication infrastructure and strengthening Europe’s crisis response capabilities. This initiative aims to establish a secure, interoperable communication network for public security across the EU by 2030.

The EUCCS initiative was conceived following the Council Conclusions on the Protection of Public Spaces on June 7, 2021. These conclusions called for a robust, EU-wide communication system to ensure the security and interoperability of public safety communications.

The Commission’s White Paper, ‘How to Master Europe’s Digital Infrastructure Needs?’, recently announced that EUCCS will be established by 2030. This initiative is part of the broader EU Digital Decade Policy Programme, focusing on secure digital infrastructures and networks.

The journey of EUCCS began with the BroadMap project (2016-2017), which conducted an initial requirement study. It progressed through the BroadWay project (2018-2022), focusing on Pre-commercial Procurement, and is now advancing with the BroadEU.Net program (2022-2026). Funded by DG HOME’s Internal Security Fund (ISF), BroadEU.Net involves representatives from 15 Member States and Schengen countries to test the operational aspects of EUCCS.

By building on these foundations, the EUCCS aims to leverage advanced mobile mission-critical standards, ensuring a secure and resilient communication system for Europe’s public safety and crisis response needs.
